  4.     Hard-pressed New Yorkers have long maintained that there ought
  5. to be a law against their local government. Last week the U.S.
  6. Supreme Court agreed, ruling that the powerful eight-member board
  7. of estimate violates the constitutional principle of one person,
  8. one vote. The decision technically leaves the nation's largest city
  9. without a legally constituted government.

  11.     Wielding considerably more authority than the city council,
  12. the board votes on the budget and controls such matters as zoning,
  13. municipal contracts, and water and sewer rates. Three elected
  14. officials (the mayor, comptroller and city-council president) and
  15. the president of each of the city's five boroughs sit on the panel.
  16. But the boroughs have widely varying populations. The member
  17. representing Staten Island's 377,600 residents has the same voting
  18. power as the one representing the 2,309,600 people of Brooklyn, the
  19. most populous borough.

  21.     A Charter Revision Commission is expected to propose a new form
  22. of government in time for a voter referendum in November.
